Your Opportunity  

The Divisional Health, Safety and Environmental Manager will develop the ensure the implantation of Serco HSE Management System across all sectors. The HSE Manager will lead on all HSE matters on a day to day basis and be vital in ensuring delivery of HSE objectives.

 

As a Divisional HSE Manager, you will be directing and engaging with a large team of HSE Managers and Officers across the division the HSE Manager will drive a Zero Harm Culture across all sites where Serco operate and delivery services on behalf of our clients. The HSE Manager will ensure delivery of an effective HSE Training programme and support and ensure successful mobilsation of HSE elements and safety procedures on all new contract awards across sectors and countries where Serco operate.

 

This role will be based in Dubai support office. 

 

Key Accountabilities

  • The role will functionally report to the Divisional Head of Risk and Safety. 

  • The role will operate across the Division and will be expected to form an effective working relationship with those Divisions key personnel, becoming part of the Divisions Management Team.

  • To ensure that the Division is aware of, share, and continue to comply with legislative and regulatory requirements and best practice.

  • To ensure an effective Quality, Health, Safety and Environmental management system is in place for the Division which meets the requirements of the Serco Management System and other applicable standards such as ISO.

  • To contribute to the development of the Divisional Safety and Assurance imperatives and action plans and ensure understanding and delivery of these across the Division. Report on progress regularly to the Division management and Divisional Health and Safety committee.

  • To lead and support on investigations into major incidents/accident

  • To ensure adequate emergency response, crisis management and business continuity plans are in place across the Division, maintained and regularly tested. 

  • To ensure compliance reviews are planned, based on the Divisions risk profile, executed and reported on in a timely manner. This will include the coordination of reviews with both internal and external resource. 

  • To monitor and review all HSE actions arising from incidents, audit reports, compliance reviews and inspections and ensure that common themes are brought to the attention of Division management. 

  • Ensure lessons learnt are shared across the Division and wider across the organisation.

  • To contribute to any bidding activity relating to that Division to ensure that Safety and Assurance risks and issues have been appropriately identified and mitigations are included in the proposal which meet legislative and regulatory requirements and best practice.

 

Specific Requirements 

  • Should hold NEBOSH Occupational Health and Safety Diploma or equivalent qualification
  • Should hold Lead Auditor Qualification (ISO9001:2015 and ISO45001)
  • Desirable to hold OHSAS 18001 certificate and Lead Audit Qualification ISO 14001
  • An understanding of the risks associated with the operation of a contract in a high risk industry and the mitigations available to minimise those risks
  • Effective communicator and negotiator who is able to communicate effectively both orally and in writing
  • Ability to communicate with and influence senior management and employees
  • Ability to deliver effective training programme and have the ability to travel between sites
  • Pro- actively engage and work with employees at all levels of the organisation 
  • Team player willing to be involved on a hands on basis within the Division.
  • Ensure compliance with the Serco Management System and all relevant business processes, procedures and work instructions to deliver all work with appropriate quality and governance standards
  • Ensure security and integrity of all data provided including reporting performance, finance and customer information; reference Serco non-disclosure policy
