Serco: AASC Contract

Home Based covering Midlands and East of England

Full Time, Permanent

£32,000 - £39,400 pa + Company Car + Excellent Corporate Benefits Package

Here within our Asylum Accommodation and Support Services Contract (AASC) we focus on assisting individuals through the asylum system, ensuring that vulnerable asylum seekers have access to the support they need along with a high standard of accommodation.

We are looking for an Environmental Health Housing Officer (Housing) to join the Property Team and take ownership for ensuring all properties across the portfolio have the required mandatory/selective/additional licencing in place to comply with the AASC contract and Housing Act 2004.

You will be responsible for maintaining and managing the licencing process from end to end whilst offering expertise support to the contract leadership team, internal legal business partners, landlords and investors.  Interrogating larger portfolio property proposals and comprehensively presenting findings and expertise recommendations at a leadership level is also expected.

A key requirement of this critical role is to act as the main point of contact for arbitration with local authorities - you will continually monitor and implement changes in housing legislation across the regions and will assist with the organisation and training of front line staff, who manage properties. Flexibility is required so that you can travel regularly to visit properties, landlords, agents and investors.

You will create, develop and provide comprehensive reports, analysis, references and recommendations in a variety of formats to support the enhancement of the portfolio and:

  • Provide expert knowledge of Housing and Licencing requirements for larger proposed property procurement
  • Build and maintain relationships with the Local Authorities, sharing best practice and improving communications
  • Collaborate with Landlords, Field Teams and Local Authorities to ensure statutory requirements surrounding licencing are met
  • Submit licence applications to local authorities, maintaining and updating the AORA system and ensuring properties have appropriate licences in place.

What you'll need to do the role

First and foremost, you will have a comprehensive understanding of regulatory and statutory residential property standards and possess strong knowledge of Local and National residential property legislation. (Housing Act 2004, Homes Act 2018).

You must also have extensive knowledge of property licencing requirements (Mandatory, Additional and Selective Licencing) and knowledge of interrogating Fire Risk Assessments. Also, experience of interpreting floor plans to ensure maximum occupancy in properties.

Finally, due to the travel requirements and nature of this role a full UK driving licence is a must and you will hold Security Clearance at CTC level (Counter Terrorism Check) and CRB clearance is required.
