Job Description
Who are we looking for?

UKAEA have an excellent opportunity for a Head of Programmes and Projects Management Office (PPMO) to effectively lead the PPMO in the development of a clear vision for its function underpinned with clear operating procedures. Championing the use of best practice project management standards and processes, this role will oversee the delivery of all UKAEA major programmes and projects, leading and developing a team of experienced project and programme management professionals.

We are looking for an individual with excellent communication, presentation, and negotiating skills. Working with the UKAEA leadership team, you will have strong project and programme management acumen, good judgement and clarity of thought that facilitates decisiveness, and proven experience in contributing to the development and delivery of organisational strategy.

You will also be able to demonstrate good commercial acumen in the placement of contracts for management resource and specialist hardware, forming productive relationships with framework suppliers

What will you be responsible for?

As Head of Programmes and Projects Management Office you will be responsible for developing and maintaining a consolidated current and future resource plan for all major projects and programmes in the UKAEA portfolio. Working with the COO you will recruit, motivate and develop the resource capacity and capability to deliver across the UKAEA portfolio of programmes and projects now and in the future.

More specifically, responsibilities will include the following:

- Provide central governance across UKAEA's major programmes and projects by monitoring, challenging and reviewing all data at project boards and oversight committee, and by working with sponsors, programmes, and project managers to identify resource needs and manage budget, quality, delivery and risk.
- Ensure that UKAEA's delivery professionals have the appropriate level of competence and support for the size and complexity of the projects required.
- Oversee the provision of programme and project management training, development and mentoring.
- Lead on cultural change within projects and programmes, maintaining Programme and Project Management and Sponsors Forums for sharing best practice.
- Continuously develop tools and processes for project and programme delivery. Provide data on benefits, milestones, cost and schedule for programmes and projects.

Qualifications
Essential skills, experience and competence required

- Educated to degree level or equivalent
- Qualified in at least two of the following: PRINCE 2, APM, MSP, MoP, MoR, Agile Project Management or P3O
- Experience of working in government bodies and institutions with the public finance and procurement rules that this entails
- Substantial experience of management and delivery of large programmes and projects (>£100M) Management of a PMO that both reports on project data, providing governance oversight and manages the deployment of competent project resources
- Ability to drive good project / programme sponsor behaviours through collaboration / negotiation Conversant with PMO IT tools such as MS Project online / Primavera P6 / ERM systems such as U4BW
- Proven track record of proactively promoting equality, diversity, and inclusion at work.

Desirable skills, experience and competence

- Honours Degree in a discipline with a management aspect
- Excellent understanding of the wider issues impacting on the UKAEA
- Experience of interfacing with scientific and engineering teams
- Experience of financial management of significant budget
