We have an exciting new role for an IT Transition Programme Manager to join our team in Glasgow on a fixed term basis for an initial 12 months.  In June 2023 Scottish Ministers took the decision to end the franchise agreement they had with Serco and bring the Caledonian Sleeper service under the management of Scottish Rail Holdings. Under the Franchise model all shared services (technology and people) were provided by Serco and were deeply integrated into the Serco business.  There is now a burning platform to exit these services as a Transitional Services Agreement is in place for just 12 months with a maximum of 18 months available. 

Over the period of the Transitional Services Agreement, Caledonian Sleeper Ltd will need to transition all applications, as well as migrate people and processes from the Serco environment to a completely new platform.

This is a complex, large scale programme of work, which needs to be completed within a short timeframe. Extensive planning and management of the execution is critical to the success of this programme. As such, we require a Programme Manager with proven experience in managing large scale transition or transformation Programmes following MSP methodology or similar framework.

This Programme of work will involve producing the blueprint and then managing simultaneous projects to deliver the new platform, procure partners, design solutions and transition the following applications and users, as well as agree and implement ongoing internal and outsourced services and support.

  • Infrastructure hardware - servers, networks and environments.
  • Microsoft Tenancy and applications - including Entra ID, Azure, Microsoft 365 and Dynamics 365 suite.
  • ERP system for finance, procurement, HR and payroll, including new LMS and training system.
  • Internet circuits and telephony for office environments and contact centre.
  • Systems security - including management, monitoring and disaster recovery
  • Data Warehouse - build and migration.
  • End User Devices - build and management.

 

The IT Programme Manager will be responsible for leading programme delivery, including producing the blueprint, scoping of projects, recruiting and leading the Programme Team, including Solution Architects, Business Analysts and Project Managers, as well as managing delivery from application experts, software development or infrastructure partners.

 

Main Accountabilities:

  • Successfully manage delivery of the Caledonian Sleeper IT Transition Programme.
  • Creation of the overall programme blueprint, delivery roadmap and defining individual project outcomes.
  • Defining the programme governance and managing the programme life cycle including completion of programme documentation.
  • Shaping the programme resource structure and leading the project teams.
  • Daily programme management and monitoring progress across the projects.
  • Coordinating the projects and their inter-dependencies.
  • Managing and utilising resource (internal and external) across projects.
  • Managing risks and issues and taking corrective measures.
  • Effective management of stakeholders and communication (internal and external government)
  • Oversight of budget and spend controls.

 

What you'll need to do the role:

Qualifications:

  • Professional Programme or Project Management Qualification

 

Skills and Knowledge

  • Working knowledge of programme and project management methodology and techniques
  • Highly organised with ability to work holistically across multiple projects and coordinate/prioritise delivery.
  • Ability to work with a wide range of individuals across the programme (internal and external) and broader stakeholders to drive decisions and continual progress.
  • Strong leadership and management skills.
  • The ability to find innovative ways to resolve problems and clear blockers.
  • Good knowledge of budgeting and resource allocation.
