Partnership Manager-Restart

Location: Homebased role with travel around the West Midlands area 

Role: Full time Permanent 

Serco has an amazing oppoutunity for Partnership Manager for the great Restart Scheme. The Restart Scheme will give Universal Credit claimants who have been out of work for at least 9 months enhanced support to find jobs in their local area. The Partnership Manager will proactively engage and develop effective relationship with key stakeholders and local services. Responsible for managing the team of Partnership coordinators and developing and implementing the Stakeholder Engagement Strategy.

The Partnership Manager will build strong, collaborative relationships with key stakeholders such as: Combined Authorities, Welsh Government, Local Authorities, Local Employment Partnerships (LEP) and Skills Advisory Board, Local recovery boards, Association of Employment & Learning Providers, National Council for Voluntary Organisation and attend Local Engagement Meetings (LEM). In addition, work closely with operations team and supply chain network to identify gaps and opportunities to complement and align with existing local provision throughout the duration of the contract.

Key accountabilities

• Develop a thorough understanding of, and build collaborative relationships with key strategic stakeholders
• Develop and manage the Engagement Strategy in order to promote the Restart scheme, raising and maintaining a high profile amongst stakeholder groups, such as Combined Authorities, Welsh Government, Local Authorities, LEP and Jobcentre Plus.
• Manage and lead the partnership team in implementing the Engagement Strategy
• Develop a thorough understanding of existing initiatives, services and projects in the area, sharing knowledge with operations team and supply chain partners to ensure that our provision continues to offer added value through services which are not otherwise accessible to eligible groups.
• Work with Serco Operations Manager, Operations team and Supply Chain Partners to assess needs of our customer caseload, identifying any gaps in existing provision
• Work collaboratively with supply chain partners to forge and maintain strong relationships with key stakeholders
• Effective networking and building awareness of local strategic priorities to identify local or regional business development opportunities and sharing this with wider Serco and supply chain.
• Lead on marketing campaigns using a mix of traditional and digital media and deliver partnership events, supported by Serco's Employment, Skills & Enterprise (ESE) Marketing & Communications function.
• Work with Operations team and Supply Chain partners, in conjunction with the ESE Marketing & Communications function, to develop high quality case studies that can be used to raise the profile of our Restart provision
• Coordinate stakeholder satisfaction surveys, supported by the ESE Marketing & Communications function, to support continuous improvement.
• Build links with Serco colleagues within the Partnerships community, to contribute to a community of best practice and share knowledge and understanding of the opportunities to both benefit from, and grow, the Serco presence in the area. 
• Establish and maintain effective internal working relationships, participating when required in cross organisational and sector projects, to ensure opportunities for integration are maximised across Employment, Skills and Enterprise contracts.

Essential technical and professional skills, knowledge and qualifications

• Successful track record of working in a sales-oriented environment in an account management or business development role, ideally within the employability and skills sector.
• Level 4 qualification or equivalent desirable
• Proven ability to build collaborative, professional internal and external relationships
• Ability to effectively communicate at all levels, using a variety of communication methods (spoken, written, behaviour)

• Excellent negotiation and influencing skills
• Always presents a professional approach, while tailoring style according to the audience
• Self-motivated, high-energy individual with a demonstrable passion for engaging with stakeholders to achieve goals
• Ability to proactively manage own workload and multiple priorities with excellent organisation and time management skills
• Demonstrates a flexible approach to work
• Ability to use own initiative, working independently and as part of a team
• Works well to targets and fixed deadlines
• Identifies and solves problems
• Knowledge and experience of ESF or other funded employability programmes
• Computer literate (MS Word, Outlook, Excel, PowerPoint)

• Maintains high standards of quality and accuracy, with an attention to detail
• Follows procedures accurately and reliably
• Reflects on and evaluates own and others' work

Salary from £40,000 to £42,000 with company car
