Procurement Manager

Your new role

We have an exciting opportunity for a Procurement Manager to join our Commercial and Procurement directorate!

The successful candidate can be flexibly based in one of our main offices in the UK, however some travel to National Highways Birmingham office will be required. 

As the Procurement Manager, you will be responsible for producing, leading and executing procurement plans for large scale projects, primarily from £50m - £750m in order to ensure that projects are delivered end-to-end in accordance with the agreed strategy, managing procurement risk and securing the necessary internal and external governance.

What you’ll be leading on

  • Production and implementation of the procurement strategy for projects, developing effective supply solutions and market plans to meet organisational needs and enable projects and programmes to maintain a consistent market-facing approach.
  • Lead and facilitate tender evaluation processes, bringing together senior stakeholders and ensuring that consensus is reached on evaluation outcomes.
  • Support the award of contracts, management of contract variations and contract disputes on behalf of National Highways.
  • Take responsibility for engaging and communicating with a wide range of stakeholders, acting as the eyes and ears of the business and identifying/reporting potential issues and/or opportunities for continual improvement.
  • Keep abreast of changes in legislation, industry best practice and market conditions, using this knowledge to identify and take forward and deliver innovation and best practice in areas of responsibility through identifying options and opportunities to drive more effective and/or efficient outcomes.
  • Build collaborative relationships with internal and external stakeholders to support delivery of the National Highways imperatives: Safety, Customer Service and implementation of the Supply Chain Strategy.

To be successful you’ll need

  • Extensive experience and knowledge of procurement regulations and the procurement lifecycle, in order to apply best practice to support strategic sourcing and supply chain strategies. 
  • Strong commercial and negotiation skills and able to deliver projects on time and working under pressure.
  • Strong stakeholder management skills. 
  • Professionally qualified, working towards, or willing to work towards CIPS qualifications or equivalent. 
  • Demonstrable experience in the management of procurement processes, including the production of tender documentation, the management of governance and the application of analytical/commercial skills to drive positive outcomes.
