 To support Serco's continuous growth and delivery of world class services, we are currently bidding for a new project in Saudi Arabia and we are looking for a Privatization Project Lead.

 The hiring for this position is subject to contract award.

Key accountabilities

  • Development of a plan that includes a mechanism and work procedures to ensure the integration of the supply chain and achieve the required synchronization in the privatization projects.
  • Analysis and development of procurement models that will support the privatization of projects in the portfolio of the client
  • Provide a study of the current status of privatization projects for the Ministry
  • Support in the study the available opportunities for privatization in the Ministry's sectors
  • Report to study and review the documents of privatization projects according to the number of projects in the privatization plan
  • Support in the development of an enterprise model of processes, procedures, inputs and outputs of privatization projects
  • Navigate and support through various technical and commercial deliverables
  • Provide required documents that are specific to the requirements of the client in so far as strategy, design and technical details and privatization deliverables.
  • Support the Privatization consultant in identifying potential risks, opportunities and challenges associated with different procurement models
  • Provide expert advice and support in designing, developing and implementing procurement strategies and plans for the privatization of projects under the portfolio of the client
  • Conduct market assessments to identify potential private sector partners as well as evaluate their capabilities and capacities
  • Development of procurement documentation such as RFQs, RFIs, RFPs, etc.
  • Ensure that recommended procurement models and processes are in compliance with local procurement regulations
  • Study and recommend international procurement best practices in the privatization of projects.
  • Provide expert advice and support on contract management with regards to monitoring and reporting on private sectors' performance and compliance with contractual obligations.
  • Perform and carry out duties and respond to requests for assistance from the Privatization Consultant

HSQE Responsibilities and Information Security Responsibilities

  • Understanding of personal responsibilities and contribution to achieving compliance with the Information Management Systems (IMS) requirements, (including but not limited to competence to perform safety critical roles, legal requirements, control measures arisen from environmental impacts and aspects, job safety analysis and information security risk assessment) and the potential consequences of departure from the arrangements in place to deliver the commitments stated in the policies statements above;
  • Promote a good HSQE and Information Security culture among their peers, subcontractors and third parties (if any);
  • Protect information assets and data.

 

What we are looking for in our candidates:

  • Proficient in the use of PC, spreadsheets and other software applications.
  • Knowledge of both international and local (KSA) statutory and legislated requirements.
  • Knowledge of international best practice in privatization projects.
  • Strong leadership skills.
  • Demonstrated high level of interpersonal skills and proven ability to effectively communicate (in both oral and in written form) with all levels of management, employees, customers, contractors and other stakeholders.
  • Ability to motivate and manage change as well as work in a multi discipline and multi-functional team.
  • Demonstrated commitment to the processes of continuous improvement and quality customer service.

 

Specific Requirements:

  • 10 years' experience
  • Proficient in the use of PC, spreadsheets and other software applications.
  • Knowledge of both international and local (KSA) statutory and legislated requirements.
  • Knowledge of international best practice in privatization projects
  • Strong leadership skills.

  • Bachelors' Degree in a related field
