    Location: Homebased role with the expectation of travelling around the West Midlands.

     

    An amazing opportunity has arisen to work for Serco within the Employment Skills and Enterprise (ESE)  skills area as Programme Manager. The primary responsibilities will be to manage the operational delivery of Adult Education Budget (AEB) courses delivered by Serco, primarily within the West Midlands Combined Authority area, and associated projects, in order to fulfil and exceed contract objectives.  The role includes the requirement to lead and develop team members so that the performance level of all members of our team continually improves.

    In addition, the programme manager will take on the role of Designated Safeguarding Lead for both apprenticeship and AEB provision delivered by Serco, supported by Designated Safeguarding Officers.

    Travel across the West Midlands area will be essential.

     

    Key accountabilities

    • Lead the operational management of AEB course delivery function, ensuring courses are set up and delivered to support contract targets and learner demand.
    • Contribute to strategic planning and policy formation, implementation and evaluation
    • Produce monthly summative resource data to support forecasting and accountability
    • Allocate tutors to courses and cohorts of learners, and complete their contracts and invoicing arrangements
    • Ensure suitable venues are identified for each cohort of learners where face to face provision is required
    • Ensure learning resources are available for courses delivered both face to face and online
    • Monitor all aspects of delivery as per agreed KPIs and prepare monthly reports
    • Support the AEB programme's marketing strategy so that participant take up is increased
    • Identify and manage operational risks associated with the self delivered AEB programmes
    • Manage change to the AEB programmes or its delivery
    • Maintain good communications and strong professional links with all personnel involved in both the AEB team and the wider team
    • For any direct reports assigned, manage the performance and motivation of individuals, supporting learning and development of direct reports to improve performance and job satisfaction
    • Ensure effective business continuity of course delivery

     

     

    Essential

    • L5 Management qualifications or a minimum of three years' experience
    • Experience and understanding of assessment management of vocational qualifications.
    • Experience of working under pressure to meet customer expectations
    • Strong and effective people management experience
    • Excellent planning and organisational skills
    • Commitment to personal development and learning
    • Manage own workload, anticipate and escalate issues as they arise and thrive under pressure
    • Effective research skills
    • Ideally, experience of working in an ESFA or OFSTED governed environment
    • Ideally, experience as a Designated Safeguarding Lead or Officer but willingness to undertake the relevant training for this role
    • Strive to succeed and maintain a pro-active attitude
    • Support a culture of learning and excellence among the team that will promote Serco's values
    • Support the AEB team in the implementation of innovation and change to ensure Serco deliver a high quality, efficient and profitable contract
    • The desire to add value to Serco and to succeed as an individual and a Serco employee
    • Establish and maintain good communications and strong professional links with all personnel involved in programme delivery and management
    • Demonstrates effective team skills and qualities through working with colleagues to continually improve and enhance working processes and procedures for the achievement of contract KPI's and delivery of the contract.
