Location: Hybrid role with travel to the Peterbourgh office for team meetings.

Serco are recruiting for a Systems and Support Team Leader to join their current team based at Peterbourgh council

The key purpose of the role is to and manage the Systems and Support team to ensure the delivery of an effective, efficient, customer and target driven service. The role manages the people dealing with system support for council tax, benefits and business rate and also the cash office, benefit overpayment recovery and parking functions.


Main Accountabilities:


  • To direct, manage and motivate the teams dealing with systems, reconciliation and performance to ensure that the aims and objectives of the Benefit and Revenues teams are fully met, and that they have a positive influence on the successful achievement of the overall aims and objectives for Shared Transactional Services.
  • To take an active part in the ongoing development of the Benefits and Systems team and the wider Shared Transactional Services.
  • To provide appropriate support and work closely with other managers and team leaders in Shared Transactional Services to assist in delivery of service and team outcomes, ensuring there is a coherent and a joined up approach at all times.
  • To attend and take an active part in management meetings, user groups and wider stakeholder groups contributing new ideas and potential solutions to any problems that arise.
  • To develop, implement and regularly review comprehensive and stretching performance targets at both a team and individual level and ensure processes are in place to monitor performance against these targets. 
  • To plan, implement and monitor workloads for the teams in a way that maximises the use of resources and ensures processes are efficient and effective.


Essential technical, professional skills, knowledge, and essential experiences

  • Excellent understanding of the main rules and guidance used by Revenues and Benefits
  • Good understanding of the basic principles of change management
  • A good understanding of performance management and how to apply it within a process driven environment
  • Extensive knowledge of Microsoft Office, especially Microsoft Excel
  • Excellent understanding of the principles of Data Protection and Freedom of Information Acts
  • An excellent understanding of modern ICT tools and their application in a similar working environment
  • Knowledge, experience and understanding of the Benefit Subsidy claim process 
  • The ability to participate in the overall management of the Operational Support team demonstrating a positive and focused approach and an informed understanding of the service area
  • Minimum 2 years' experience working in a revenues and benefits service
  • Evidence of successfully managing a team through organisational change
  • Evidence of success in identifying and delivering service improvements
