Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, the Army Top Level Budget (TLB) employs around 12,000 MOD Civil Servants located at over 300 locations. Job description

The Army Digital Services (ADS) organisation is part of the Chief Technology Office (CTO) part of the Directorate of Information within Army Headquarters Andover. ADS is the Army's supplier of choice for the design, development and support of applications and services to provide digital enablement of the Army's processes.  It therefore supports the Army’s ambitious and innovative modernisation and transformation agenda.  ADS enables this digital transformation by developing bespoke software, hosting applications, including the Army Data Warehouse and conducting data analytics.

The British Army is committed to tripling its operational lethality by the end of the decade, driven by rapid investment in cutting-edge technologies. At the forefront of this its Hybrid cloud hosting environment.  

The ideal candidate will possess a good working knowledge of technology concepts, IT governance structures, IT Service Operations/Management.  

As the MoDCloud Internet Connected Environment (ICE) for ADS, you will lead teams which deliver software applications and services that support the Army’s strategic objectives. Working closely with senior leaders across the Army Headquarters and the Ministry of Defence, you will ensure that ADS deliver value-for-money solutions that enable mission-critical programmes. 
 
You will manage high-risk projects, oversee the software development lifecycle, and drive digital transformation in line with Defence technology and governance frameworks. With your expertise in delivery management and Defence innovation, you will be key in modernising the Army’s digital capabilities to meet future operational needs. 

Main responsibilities will include:

Lead Agile Delivery Teams - Oversee multiple Agile delivery teams through the discovery, development, and deployment of software applications for the Army and broader Defence. Balance technical expertise with strategic problem-solving to ensure seamless integration within current and future digital ecosystems
Team and Supplier Leadership - Provide leadership and direct line management to a small team of Crown Servants while overseeing the performance of contracted suppliers. Foster collaboration within cross-functional teams to drive Army-wide digital transformation, ensuring stakeholder alignment
Continuous Improvement - Drive continuous improvement in platform delivery processes and internal working practices. Implement initiatives that enhance efficiency, maximise outputs, and support Army digital objectives
Contract and Financial Management - Manage complex supplier relationships to ensure the efficient delivery of digital services and products in line with contractual agreements. Through effective contract and financial management, you will maximise the impact of supplier partnerships, ensuring that ADS delivers cost-effective, high-quality solutions that align with strategic priorities
Stakeholder Engagement and Technical Guidance - Engage with Defence and industry partners to align ADS with evolving technologies and DevSecOps best practices. Provide technical advice on digital transformation, ensuring the Army adopts scalable and sustainable software solutions
Carry out any other responsibilities relevant to the role 

Person specification

We are looking for enthusiastic individuals who can handle the pressure of coordinating a wide range of activities and should be comfortable working within the service management profession, willing to challenge established norms and process and be prepared to adapt to changing priorities. Applicants should also have effective written and verbal communication skills and display a positive and professional attitude.

Essential:

Communicating between the technical and non-technical at an expert level (ddat-capability-framework.service.gov.uk)
A Working knowledge of Microsoft 365 products
Experience of formal technical report writing
A working knowledge and experience of service management frameworks (e.g. ITIL v4)
