Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, with responsibility for an annual budget of over £10bn, the Army is a major part of the Ministry of Defence and one of its largest operating centres who employ around 12,000 Civil Servants located at over 300 locations supporting the 110K regular and reserve soldiers across the Army. This Civil Service workforce is diverse, with many different functions and professions ranging from police officers, security guards, trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff. 

The Land Warfare Centre (LWC) is responsible for the delivery of military trade and collective training (UK and overseas) focused on ensuring our military personnel are appropriately prepared to meet their operational commitments in response to the needs of the Field Army. To achieve this there are eight Operational Groups under the command of the Director Land Warfare (DLW). The training schools achieve their objectives through a combination of MoD trainers (military and civilian) and Industry partners under contract.

The Land Warfare Centre (LWC) Business Centre is responsible for ensuring that a holistic approach is taken to LWC’s business through the strategic oversight, governance, effective delivery and performance management of LWC’s portfolio of programmes, projects and business outputs. 

The Business Centre supports the LWC Headquarters and respective training schools in ensuring that military training is delivered to the best effect. It delivers programmes to help improve training. It also provides recommendations regarding future adjustments to LWC’s business through the strategic oversight, governance, effective delivery, and performance management of key outputs across LWC’s portfolio of programmes, projects and business outputs.

This position is advertised at 37 hours per week.

Please note: Other MOD locations will be considered but regular travel to Warminster will be expected.

Job description

The role leads on improving training through the capture and exploitation of data and improving integration between the myriad of MOD and Army Management Information Systems (MIS) and Learning Management Systems (LMS), improving situational awareness and highlighting risk at all levels. You will provide digital leadership and support by being a key adviser on best practices and use of enterprise architecture.

Key responsibilities:

Line Management of x 1 Higher Executive Officer (Civil Servant) and the possibility of managing military personnel
Contribute to future restructuring and business process reviews
Lead on information exploitation transformation to support Land Training System (LTS) delivery
Assist in the development, strategy and operational direction of the LWC Digital Team to:

Cohere digital/data initiatives
Ensure best use of resources
Support strategic priorities and required business benefits, and effectively communicate these to stake-holders
Cohere with Field Army Digital strategy and direction
Maintain Director Land Warfare’s License to Operate through assurance/safety data exploitation
Leverage emerging technologies such as Artificial Intelligence
Understand the architecture of the current digital framework and support colleagues in their under-standing and engagement with digital optimisation activity
Research and create a Target Architecture Model and transition road-map to support digital transformation requirements
Inform design of future digital landscape 

Person specification

Essential skills required:

Knowledge of Enterprise Architecture tools such as Archimate, Sparx or Prolaborate
Experience of working collaboratively with application developers
Experience of translating business requirements into technical instructions for application development colleagues/suppliers

Desirable skills:

Previous experience of managing app development/new technology
Experience of user-centred design and user testing to inform business priorities and benefits realisation
Understanding of digital tool exploitation opportunities within Defence and Industry partners
