HM Land Registry's existing software systems and services form part of the critical national infrastructure, safeguarding land and property ownership valued at £7 trillion. This enables over £1 trillion worth of personal and commercial lending to be secured against property across England and Wales.
We now have an exciting opportunity to join HM Land Registry (HMLR) on a fixed term appointment for 2 years as the Head of Systems Quality.

Job description
As the Head of Systems Quality you will provide strategic leadership for quality engineering across HMLR’s digital services, establishing technical standards and frameworks that ensure reliable, secure and maintainable systems. You will oversee quality practices across development teams and domains and drive consistency in how HMLR builds and tests its systems while enabling teams to meet their unique service delivery needs.
With senior responsibility for quality across HMLR’s diverse technology estate, from traditional register systems to modern digital services, you will establish organisation-wide quality governance and growing technical testing capability, to ensure HMLR’s systems maintain public trust while enabling rapid delivery of secure, high-quality digital services.

Person specification
To be successful in this role, you must have significant experience in quality engineering roles, including leading and influencing organisation-wide testing practices. You will be an expert in understanding modern testing approaches and frameworks and have a strong background in test automation at enterprise scale. With demonstrable success in building and leading communities of practice while developing quality engineering capability through coaching development, you will also have a track record of establishing quality governance frameworks and managing risks that balance delivery velocity with control.
With a history of driving cultural change and continuous improvement in quality practices across multiple organisational areas, you will be experienced in integrating quality into agile delivery methods and establishing technical testing infrastructure and tools at scale, with a strong background in test design and coverage approaches.
You must also have proven ability to influence and align diverse stakeholder groups around quality approaches and demonstrable experience in building effective professional networks and partnerships across technical and business domains.
Due to the nature of the role, occasional travel to other HMLR/ government/ external locations, including overnight stays where necessary, will be required. This role does not currently include participation in a permanent on-call rota, however you will occasionally be required to make yourself available for short periods of on-call, when an appropriate allowance will be paid. These occasions will coincide with specific operational occurrences. The role may also require occasional planned out of hours working in order to deal with IT changes and maintenance.
Where an individual taking up the responsibility will be based in Swansea Office, the ability to speak Welsh is desirable.
