The Shared Services Organisation and Operations Design Manager role is a pivotal opportunity within the UNITY Programme, focused on shaping the future of organisational and service design, impacting over 100,000 civil servants and aligning with the Shared Services Strategy.  

As part of a collaborative and forward-thinking team, you’ll help shape how services are designed, delivered, and experienced across the entire organisation. This role goes beyond individual functions- it’s about understanding the full operating model, identifying opportunities for improvement, and designing future-fit solutions that align people, processes, and technology.

This role will involve a high degree of collaboration with subject matter experts across the wider programme. The role will also involve travel to locations around the UK to work with programme teams, departments and stakeholders.

Job description

As the Shared Services Organisation and Operations Design Manager, you’ll: 

identify, assess and impact organisation design and development outcomes and opportunities arising from the work of the programme 

lead the organisational design and people impact baselining activity on behalf of MHCLG – working across HR Finance and Procurement to ensure a consistent approach 

assess MHCLG’s current organisational structure, processes, mapping people impacts to identify areas that can be enhanced for greater efficiency and effectiveness 

design and define end-to-end corporate service interactions between users, systems, and support functions 

identify tools, capabilities, and mechanisms to support seamless, intuitive user experiences 

minimise friction in user journeys across retained functions and ALB operations 

work with HR, Finance, and Procurement SMEs to translate business requirements into deliverable services 

Person specification

As the Shared Services Organisation and Operations Design Manager, you’ll have: 

strong track record of leading organisational design and change - with organisation design methodologies (e.g. McKinsey 7S, Galbraith Star Model, Target Operating Model frameworks) 

ability to develop and analyse complex organisational data to present actionable insights and clear recommendations to decision-makers 

strong interpersonal skills and ability to work collaboratively with a broad range of stakeholders across business areas and professions 

demonstrated expertise in using tools and techniques to lead the successful delivery of project activities within complex organisations, achieved through managing change end-to-end through to delivery. 

the ability to apply business process improvement and innovation in organisations 

excellent project management skills
