Serco has been awarded a major contract by the Ministry of Justice (MoJ) to deliver Electronic Monitoring Services across England, Scotland, and Wales. The contract is valued at £187 million over six years.
This initiative supports offender monitoring and aims to enhance public safety by integrating a data-driven, technology-led approach. The services include managing the installation, removal, and monitoring of electronic devices.
As Stakeholder Engagement and Collaboration Lead within our Electronic Monitoring (EMS) team, you'll lead a team responsible for creating powerful connections with our stakeholders across England, Scotland and Wales. You'll be the voice and face of the contract, shaping the way Serco collaborates with partners to build trust, influence positive change and drive contract performance forward.
You'll be entrusted to:
- Lead on stakeholder engagement and represent EMS across the Criminal Justice landscape, acting as a trusted contact point for strategic and operational partners
- Design and deliver national engagement and communications strategies that build public confidence and reflect the values of the EMS contract
- Manage and inspire a high-performing team, helping them deliver effective local engagement and national coordination
- Act as a key liaison for the Ministry of Justice (MoJ), supporting Contract Leadership Team relationships and providing regular updates on the stakeholder landscape
- Collaborate with internal teams to influence business operations, drive innovation and ensure stakeholder voices are clearly heard and acted upon
- Navigate challenging conversations with confidence, using your negotiation skills and emotional intelligence to manage complex relationships
- Represent EMS at meetings, forums and events—both internally and externally—bringing a clear, confident and compelling message
- Develop and oversee stakeholder communications, local training initiatives, and robust processes for managing feedback and complaints
- Take full responsibility for the Communication & Engagement Strategy development, and its delivery within the EMS contract including the development of a fully integrated stakeholder communications plan and reporting.
- Set direction and strategy in line with key stakeholder priorities

- Experience working in a large, complex organisation like Serco, ideally within the Ministry of Justice (MoJ), His Majesty's Prison and Probation Service (HMPPS), probation, or wider Criminal Justice System
- Strong stakeholder engagement and management skills, including experience working with senior external partners
- The ability to handle challenging conversations constructively, with confidence and professionalism
- Strong negotiation and influencing skills, with the ability to shape outcomes and drive collaboration across teams
- A people-focused mindset - you're a connector, communicator and natural relationship builder
- Experience telling compelling stories that engage internal and external audiences and align with business priorities
- A track record of managing and developing high-performing teams
- A full UK driving licence and flexibility to travel regularly across the UK
